FIX: Fixed Rename mode is not entered and name is autocompleted to default when creating a new Action Map on pre 6000 version

Description

On 2022.3 UI Toolkit list's refresh doesn't exactly behave the same and the refresh lose the focus.
Reverted to previous implementation on those version

Testing status & QA

Extended existing UI Toolkit tests for Action maps to 2022.3.
tested locally on windows/linux on 2022.3 and 6000
