[Bug]: enable 2nd monitor fails since version > 7.0.22 #130

What happened?
Since updating from Virtualbox build 7.0.22, multi-monitor support is broken on my system.
When clicking enable of the 2nd display in the view menu, the 2nd monitor does not display or enable.
I recall that the update of guest additions away from 7.0.22 failed and was difficult to recover from. The system had both guest additions installed at the same time and both had to be uninstalled. From there I ran GA 7.0.22 until the next version came out with the fixed GA installer.
I have tried every release since to no avail. Initially, by downgrading guest additions to 7.0.22 the symptoms were resolved.
Current build is: 7.2.0_RC1 r169991, but again I have tried every stable release and many dev snapshots trying to resolve this issue.
This is logged the first attempt to enable the 2nd display after a clean boot:

It appears the issue may be with the command being sent to SetDisplayConfig.
