feat(CRater authoring): Populate rubric automatically

## Description
The c-rater item verification endpoint now returns a rubric for CRater items, if it exists. Use this to populate the content's rubric field when the author updates the component's item id.

Also, update the item id field so that it is a drop-down option of all available c-rater items, instead of the current input field.
