The NSA apparently applied the license a little haphazardly because they didn't even fill out the year and name of the copyright holder.
From doing some quick searches it seems that embedding the license in each file is recommended but not required as someone might potentially only copy a single file and then loose the information about the license, but seeing as this is just so I can set the correct field while packaging the effort didn't seem justified.
