PHP 8.4: Implicitly nullable parameters deprecated

Implicitly marking parameters as nullable is deprecated, the explicit nullable type must be used instead.

This isn't necessarily an issue directly in this repo but the thecodingmachine/safe ^2 dependency which appears to be abandoned. shish/safe is a currently maintained fork.

Been considering dropping safe altogether honestly. Even tho shish/safe#15 (comment) has been resolved at this point PHPStan is very helpful on what needs to be fixed without using safe.

composer.lock still locks thecodingmachine/safe to ^1|^2, running composer update with this project as a dependency still effectively requires at least ^2, would recommend just deleting the .lock file completely and adding it to .gitignore.

Sorry for the late response here, been working on some QA package updates and this one slipped through the cracks. Should have tagged a new release and forgot about that so just put out 4.5.1. Deleting composer.lock isn't something I do, because A) composer doesn't look at it when resolving dependencies, B) it gives anyone checking out and contributing this package a garuenteed set of dependencies that work, and C) the CI for all my packages it set up so it will test the locked dependencies but also the lowest and highest in range to ensure the full range is supported. So I'll close #71 and link to this comment for reasoning.

While I'm updating the QA packages for this repo I'll also make sure composer.lock isn't included in the dist archive composer downloads while installing.

Also released 4.6.0, which raises the minimum PHP version to 8.3.
