[BUG] Dragging actions to hotbar slots is not possible

Describe the bug
Dragging an action from anywhere to a slot does not assign the action to the slot.

To Reproduce
Steps to reproduce the behavior:

1. Select a class job at the top right
2. Open the actions window
3. Drag any action to any slot on the hotbar

Expected behavior
Dragging an action from anywhere to a slot should allocate the action on the slot.
