This adds a pre-commit hook that can be used like:

---
repos:
  - repo: https://github.com/Zenable-io/ai-native-python
    rev: main
    hooks:
      - id: zenable-check

This assumes you have uv installed. We will add the corresponding usage of this in a follow-on change
