Use buildjet's cache for Golang dependencies

This PR uses Buildjet's cache for Golang dependencies. This should provide significant speed-up to our workflows when we have cache hits.

Going to go ahead and merge this to see how often we get cache hits/misses. In general this should not be slower than the original time but it adds the ability for things to be faster.
