chore: Support Etherscan V2 verification

Any chain that is in this list doesn't need an api key or customChains definition

All other chains that are not in that list will need to go in blockscout section

@grasphoper yeah got it working without having to change hardhat version. I wanted to bump hardhat-verify all the way to version 3 which would have given us a much better verifyContract function that automatically figures out to use etherscan or blockscout based on the config, but for that we need to bump hardhat version
