Implement Tabs collapsing behavior #1117

🙋 Feature Request
When there are too many tabs to fit in the available space, they should collapse into a picker, as in the above video. All tabs should collapse at once as soon as any tab doesn't fit.
💁 Possible Solution
Use the Picker component and a tab line for styling. Look at v2 for a11y guidelines.
Also move icons in tabs to be children of the Item component so it works with Picker rather than an icon prop.
