* Updating QL pack files to use `dependencies` key
* Fixed codeql-go to use ${{ matrix.language }}
* Install CodeQL Pack for language
* Updated codeql to codeql-cli/latest (2.11.2)
* Debugging checkout to see if codeql library is OK
* Fixed YAML
* Added `./codeql` into `additional-packs`
