event handlers miss certain cases where the handler is not registered in the service init or through the with call

current uncertainty - how to associate the registration with a service. does it have to be through the observance of the cds file contents?

note in the example that the entity concept ServiceInstance is not present, so knowing the handler is associated to a service is tricky
