DataFusion patch for IOx

This is a patched version of DataFusion with fixes for

• repartition fix Do not repartition inputs whose sort order is required apache/datafusion#4885
• And the sort fix: Do not resort inputs to UnionExec if they are already sorted apache/datafusion#4946

It is based off apache@ceff6cb
