Does xquic support HANDSHAKE_DONE retransmition?

When testing ALB with an H3 client. After sending requests, the client closes the connection early, The server's HANDSHAKE_DONE packet won't be ACKed in this case.

xquic is expected to retransmit HANDSHAKE_DONE frame until it is acknowledged, but with a PING instead, is this by design?
