• Work starts, and a paused conversation or campaign resumes, only on a
  dispatch label that the signed-in user applied themselves. A label
  that a colleague, a bot or a deleted account applied starts nothing,
  and the request shows as held, naming who applied the label and saying
  that the user can remove and re-add it. After the upgrade, an open
  conversation or campaign whose label someone else applied pauses until
  the user does so.
