no enabled modules

Describe the bug
The modules I downloaded appear to be enable but never enabled.
To Reproduce
Steps to reproduce the behavior:

1. Go to 'manage modules'
2. Click on 'enable module'
3. Scroll down to 'reboot'
4. See error "nothing happen"

Expected behavior
I hope you can fix this issue.
