Rule Proposal: @angular-eslint/prefer-style-class-bindings

As ngStyle and ngClass are under soft deprecation and style guide suggest to use class and style bindings instead. We can have a rule which gives error or warn if ngStyle and ngClass is used. We already have no-inline-styles rule which covers ngStyle, but may be ngClass would make sense or we can have both in this ?

I see we already have a rule for ngStyle i.e. no-inline-styles. So, may be we can keep this one too only ngClass. However, I have the PR up for the same - #2827
