ui-sref does not include the '#' prefix in the href attribute (Angular 1.3)

The ui-sref directive works fine when routing between states, but the href doesn't include the '/#/' prefix. This bug occurred when updating to Angular version 1.3

I've just started noticing this myself. The href is /route, rather than /#/route, which makes regular clicks still work okay (seems to be relative URL resolution in there) but not new-tab links.
