feat(cdk/table): add footer-cell to text-column

Feature Description

I have a matTable which includes a footer-row.
I would like to use the mat-text-column. However, it does not support a footer-def.
Therefore I would like to suggest adding a footer-def to the text-column. The footer-cell could also get a footerText like it is used for the header-cell and maybe be optional.
