SUMMARY
The extra sanity test runner in community.internal_test_tools is about to be deprecated: ansible-collections/community.internal_test_tools#150
This collection is using the runner. This PR replaces it with antsibull-nox.
I've used GHA to run the tests; if you prefer AZP, you can use this PR as a base to adjust the collection's CI.
