Link docs from Arrow implementations page

I noticed https://arrow.apache.org/docs/dev/implementations.html still links to main Arrow repo for docs, see here.

Looks like this was fixed in apache/arrow#47547.

But the job to update the dev docs is failing so this hasn't been deployed to the dev docs website yet: apache/arrow-site#708
