Describe the enhancement requested

The only Apache approved CI for Swift is setup-swift which is unmaintained, leading to intermittent CI failures. The developers are unresponsive.

I propose that swiftlang workflows are used instead. I believe the workflow would need to be submitted to the infrastructure actions repository.

The ones proposed are the official for swift-lang and are the ones that should probably be used instead of the current setup-swift.

I'm OK with alternative GitHub Action. But which workflow in swiftlang/github-workflows can be used? It seems that there is no setup-swift like workflow. https://github.com/swiftlang/github-workflows/blob/main/.github/workflows/swift_package_test.yml ?

Oops, that's true, I thought swift-lang was providing actions from the comment but that doesn't seem to be the case on further inspection. I should have reviewed more carefully. Thanks for checking that @kou

There's a setup-swift alternative that was recommended here: swift-actions/setup-swift#759 (comment)

However, this still depends on a single maintainer without organizational backing, which leaves us vulnerable to the same maintenance issues.

The swiftlang workflows are officially maintained by the Swift team and actively supported. I've migrated to them successfully - here's a working example: https://github.com/columnar-swift/swift-arrow/blob/main/.github/workflows/pull_request.yml

The only adjustment needed is handling the golang file generation, which can be resolved by checking in <3KB of static files.

I think this can be closed now setup-swift is being maintained again.
