[Java][CI] Move java-jars crossbow nightly build to Apache/arrow ASF runners

### Describe the enhancement requested

This will allow the java-jars job to upload to Develocity[1]. There is enough capacity in the ASF runner pool to accommodate this. Note that the MacOS build will have to stay in Crossbow since it isn't currently supported by the ASF runners.
