cloudstack api is not filtering project or account in usagerecord

SUMMARY

When I try to bring the record usage of a project, nothing is happening. It brings me all records from all projects

STEPS TO REPRODUCE

1. Open cloudmonkey and type:

list usagerecords projectid=408271ae-fa1c-44e3-b8d7-50f7dab3100c startdate=2022-01-01 enddate=2022-01-02

or

list usagerecords account=myaccount startdate=2022-01-01 enddate=2022-01-01

EXPECTED RESULTS

Retrieve only usage records from the desired project

when you list usage records by accountname, you should pass domainid as well.

In fact @KuasarCloud , if you don't give a domain with accountname you should get an exception/error message about it. Did you?

Hi Guys, Yes I forgot to pass the domain in the example but when I do and the result is the same, I retrieve all usage records from all accountid/projectid. Do you mean to say, you cannot test a PR (and have to wait for a release) @KuasarCloud ?

I will test the code before merging but it would be nice if you can help with the test effort. At least to make sure your use-case works.
