Improve the vm deployment form when deploying a Vapp template

Steps to reproduce the issue

1. Register a vapp template > select Read Vm Settings from OVA

2. Make sure there are no available networks

3. Deploy a vm from the selected vapp template

4. Currently, if there are no available networks, End user cannot create a network from the vm deployment form ,

5. The vm deployment fails and the following exception is given

@kiranchavala can you elaborate on what you expect from an improvement? This behaviour seems reasonable to me. We'll need to specify the alternatives before we can decide how to improve.

Apologies for the long delay

Since we are offering a create network option during the vm create wizard , even if there are no networks for the account.

End user can create network in the vm create wizard and deploy the vm . There is no need for the end user to go back to the networks create network and then launch vm

In case of vm deployment from a Vapp template

The end user deploys a vm from a vapp template and if there are no available networks for the account, End user cannot create a network from the VM create wizard.

End user has to go back to the networks > create network and then come back to the vapp template wizard

ok, I got it now, in the image in the description you want a "Create" button next to the "Select". not sure how minor the issue really is, but at least a clear cut enhancement.
