Bump node engine requirement and package dependencies.

Description

• Bump node engine requirement to: >=20.17.0 || >=22.9.0
• Bump npm packages
  • cordova-create to 6.0.0
  • cordova-lib to 13.0.0
  • jasmine to 5.12.0
  • nopt to 9.0.0
  • rewire to 9.0.1
  • semver to 7.7.3
  • systeminformation to 5.27.11
• Updated package-lock.json
