On windows platform, running flume-ng.cmd will be faild if you put some plugins into plugins.d dierctory.

Isn't like on linux you should put make an independent directory in plugins.d like this:

$FLUME_HOME/plugins.d/pluginName/lib/yourPlugin
$FLUME_HOME/plugins.d/pluginName/libext/yourPluginDep
