Purpose
Currently in Fluss, it is possible to successfully create a table with zero buckets. In fact, this should be invalid; if a user attempts to create a table or partition with zero buckets, an error should be returned immediately instead of allowing the creation to succeed and only reporting an error during read or write operations.
