Javadoc cannot be assigned by Platform Manager #8889

What happened
Add Japanese Javadoc zip file downloaded from Oracle into Javadoc Tab of Java platform manager, but Javadoc window shows not translated text if source files are existed.
This behave seems like priority issue to me, but I can't find any way to resolve this issue.

Add translated javadoc file or URL at Javadoc tab.
