This pull request performs a final cleanup and simplification of the
release.ymlworkflow.The
workflow_dispatchtrigger was a temporary mechanism, intentionally added to allow for the one-time task of backfilling releases for all historical tags (v1.0-restthroughv3.0-websockets). With this backfilling process now complete, the manual trigger is obsolete and is being removed.
