[Idea] CLI and DevFlow for MewUI

Microsoft introduced MAUI Labs, and two very useful tools are,

• MAUI cli
• MAUI DevFlow

In short, they make it convenient to work without VS or VS Code, and also enables AI tools to more easily work with a MAUI project (create, build, profile, debug, etc.).

I have already ported the same concepts to WPF and Uno Platform, and just added a MewUI CLI and DevFlow for MewUI.

They can start as components in wpf-labs repo, but I think once mature enough might be moved to this main repo.
