Pods can be marked for deletion, but still not reach a stopped state, e.g. in the case where the node it was running on is shutdown.
This PR gives stateless pods in a marked-for-deletion state a minute to terminate. Afterwards they will be removed with force. As a result, a coordinator is no longer "stuck" on a down node, instead it is replaced with another coordinator.
