@treasurefong the requirements for registering a library include:

https://github.com/arduino/library-registry/blob/main/FAQ.md#what-are-the-requirements-for-a-library-to-be-added-to-library-manager

  • The library must be something of potential value to the Arduino community.

Your repository contains a readme with four words and an empty file named ESP32Now. So clearly this is not something of value to the Arduino community and thus attempting to add it to Library Manager is irresponsible.

⚠ Repeated irresponsible behavior may result in the revocation of your Library Manager Registry privileges.

If you eventually create a library that will be of value to the Arduino community, you are welcome to submit another pull request. Until then, please refrain from creating pointless pull requests here. Thanks in advance for your cooperation.

If you have any questions or problems while doing that, you are welcome to post over on Arduino Forum:

https://forum.arduino.cc/

I'm sure the forum helpers will be able to assist you. I monitor the forum so I will be able to provide assistance with anything related to the Arduino Library Manager registry over there.
