Enable Java 21 in CI

Java 21 should be supported by bytecode instrumentation in Mockito now or soon, so enable Java 21-ea runner in CI.

If it passes, update the version badge in the README to show Java 21 is supported.

Seems to still be blocked by Mockito for the time being.
