So we've talked previously about pulling package generation out of atom/package-generator, so that users can run it from the command line. The proposed syntax is apm init --package <package-name>.

I've implemented packages first but if everyone is okay with the approach I'll go ahead and add a theme generator as well. @kevinsawicki review please?

Cool, let me get the changes to package-generator together and I'll tack on
the theme stuff as well.
