Since platform = espressif32 does not pin a version. It will download latest which Platformio supports when Platformio was not installed before. If using on a system where Platformio is already installed it will use any version found. This is for sure not working.

Just noticed it is an Arduino project. So you are using the espressif32 Arduino core 2.0.17 forever. Platformio has no support for newer espressif32 Arduino core 3.x variants.
In general there is nothing wrong with Arduino core 2.0.17 but it is outdated and espressif support window has ended too.
Platformio will not support any core 3.x. There is a long open issue thread in Platformio repo...
If you want to use newer espressif Arduino 3.x core you have to switch to pioarduino fork.
Migration to 3.x is some work. Some breaking changes.
