Automatic release with Github Actions

Adding github actions in order to create a new release automatically that includes the collection tar file whenever a push event occurs on the main branch

I've added a condition so github action only runs when the galaxy.yml file has changed

The auto-increment of the version is not needed anymore, as it will be managed manually by now.

The output path must be updated.
