Use AppGossipSpecific with NodeSampler in SDK

SDK should just sample a set of nodes using its provided NodeSampler and make a call to AppGossipSpecific when making AppGossip calls.

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
