[S3 Controller] add ability to enable and configure s3 metadata inventory

Describe the solution you'd like
We'd like to be able to enable and configure s3 metadata inventory on our ACK-managed S3 buckets: https://docs.aws.amazon.com/AmazonS3/latest/userguide/metadata-tables-overview.html.

This is already present in the AWS SDK for Go v1.84.0. The controller is currently running v1.74.1.
