3.x Upgrade to Python v3.9.13

Description of changes

• Upgrade to Python v3.9.13 as v3.7 is reaching end of support in June 2023.

Tests

• Manually created cluster and launched compute nodes
• Ran second stage build and tests on personal Jenkins
