[NVIDIA_IMEX] Change the Imex configuration file names to use queue and compute resource name instead of Launch Template Logical ID

Description of changes

• Change the Imex configuration file names to use queue and compute resource name instead of Launch Template Logical ID
• We need the node_config.cfg to be unique for each capacity Block as they contain the IP address of each instance in Capacity Block

Tests

• test_gb200 with [Gb200][Prolog] Use Slurm environment variables for getting queue and compute resource name aws-parallelcluster#6986
