Update commons-codec

commons-codec 1.3 is being used:

Is there a reason for that?

Why not update it to 1.9?

there's actually no reason to have it in the pom at all. it's already a dependency of httpclient (although 4.2 requires codec 1.6) and gets pulled in that way.

We still have a couple of direct references to commons-codec in the SDK code, but we've been removing them in favor of our own base64 encoding/decoding logic. So, for now, we prefer to have a direct dependency declared (instead of relying on a transitive dependency), but in the near future we do want to remove it.

For Apache HttpClient 4.3, we'll want to upgrade of course, but we'll need to run our integration test suite before we push all users over to it. Let us know if there are specific performance issues or features supported in 4.3 that are important to you and we'll prioritize the work. Also, if you override to pick up 4.3 and hit any problems or issues, let us know about those, too.

Version 1.9.1 of the AWS SDK for Java has updated to Apache HttpClient 4.3. There is also no longer a direct dependency on commons-codec.
