Create pull request from smithy-codegen to master

• All the development for generating clients using smithy models is happening in smithy-codegen branch
• This issue is for tracking rebasing commits in smithy-codgen to master

Describe the solution you'd like

• rebase from master to smithy-codegen branch
• create PR with master (like Example pull-request of smithy-codegen-rebased to master trivikr/aws-sdk-js-v3#2)
• perform “rebase and merge” instead of “squash and merge” so that all commits from smithy-codegen are preserved
