Support Numpy >= 2.0.0 #2943

Hi team,
We're significant users of AWS and depend on aws-sdk-pandas for our research. Currently, the library does not support Numpy v2 which is blocking the upgrade of our environments.
There are numerous benefits in Numpy v2 include improved string dtypes, various performance improvements, and a redesign of the C-API. Our teams write extensions in C/C++ and there are significant breaking change in v2.
It appears from the below PR this has been attempted and reverted due to an issue in Lambda layers: #2863.
This is really important to our work and we'd really appreciate a solution. Many thanks!
