Improve plugin's startup time cost

The aws-toolkit-jetbrains plugin has a high start up time cost as reported by Intellij.
Among the many plugins I have installed, the aws-toolkit-jetbrains plugin is the most costly by a wide margin.
Please see if the start up performance of the plugin can be improved.
