Issue #, if available:

Description of changes:
The documentation still reads like a SageMaker Studio tutorial, but I don't think that's as helpful in general documentation. It's hard to tell what the point of the code snippets are when they're clearly just meant to be run.

Testing done:
tox -e sphinx

Now that you have the training data ready in Amazon S3, start a job to suggest constraints. DefaultModelMonitor.suggest_baseline(..) starts a ProcessingJob using a Model Monitor container provided by Amazon SageMaker to generate the constraints.
You can ask Amazon SageMaker to suggest a set of baseline constraints and generate descriptive statistics that characerize the data in a training dataset stored in Amazon S3. ``DefaultModelMonitor.suggest_baseline()`` starts a Processing Job using a Model Monitor container provided by Amazon SageMaker to generate the constraints. You can read more about ``suggest_baseline()`` in the `API documentation <https://sagemaker.readthedocs.io/en/stable/model_monitor.html#sagemaker.model_monitor.model_monitoring.DefaultModelMonitor.suggest_baseline>`__.
