🚀 New Release: Amazon Transcribe Streaming

Summary:
We're pleased to announce the release of the AWS SDK for Python package for Amazon Transcribe Streaming. This package serves as the official long-term replacement for the experimental amazon-transcribe SDK.

Key Improvements:

• Resolves critical CPU performance bottlenecks present in the previous SDK.
• Supports all Transcribe Streaming operations, not just StartStreamTranscription.
• Built using the Smithy Python code generator, aligning with the future direction of AWS SDKs.

Installation:
