[Rule] Operation Id has been changed

Operation Id has been changed from one version of the swagger to the another is considered a breaking change in SDK as the generated code would have method with different name.

This technically only affects SDKs that used operationId fields to generate SDK (like AutoRest). SDK would break but the service is not breaking but good to surface the problem.
