This task is for a Mainnet increase of the gas limit from
150Mto200Mand an increase of the elasticity from3to4.Please note that this PR uses the new Signer Tool for the increase operation, but it uses the old (non-Signer Tool approach) for the pre-signed rollback transaction (due to some limitations).
