Add support for generate --install

This PR adds the ability to install at generation time. It adds another usage pattern to the generate command:

  completely generate [CONFIG_PATH OUTPUT_PATH --function NAME --wrap NAME]
  completely generate [CONFIG_PATH --install PROGRAM --function NAME]    # <= new
